Ukrainian Media League (UML) brings together experts and specialists in media, culture, law, public policy, regulation, analytics, strategy and strategic communications. The UML team works on complex projects at the intersection of business, the public sector, professional industries and government institutions.

The practice of Ukrainian Media League is based on a combination of sector-specific, legal, analytical and strategic expertise. Depending on the project or communication task, the work includes research into the market and professional environment, analysis of legislation and regulatory changes, assessment of the positions and interests of relevant stakeholders, identification of risks and opportunities, and preparation of findings and recommendations.

This approach is applied both to individual projects and organisations and to broader issues concerning the development of professional sectors. Analytical findings are used to shape strategic approaches, positioning, priorities, professional positions and further engagement with relevant institutions.

Institutional and Professional Engagement

An important part of UML’s practice is engagement with government and regulatory institutions. UML experts participate in consultations, working groups, public and expert councils, analyse legislative and regulatory matters, prepare proposals and represent professional positions in relevant formats.

The team’s professional experience has been developed across a range of environments – from professional and business associations to government bodies, regulators and parliamentary institutions. UML representatives work through professional committees, expert networks, advisory bodies and public councils.

The institutions with which the team’s professional experience is associated include the Verkhovna Rada of Ukraine and its relevant committees, the Antimonopoly Committee of Ukraine, the National Council of Television and Radio Broadcasting of Ukraine, the State Film Agency of Ukraine, the Ministry of Culture of Ukraine, the State Agency of Ukraine for Arts and Art Education, the Ukrainian Cultural Foundation, and other government and regulatory institutions.

Law, Regulation and Sector-Specific Cases

Legal and regulatory expertise is an important component of UML’s practice. It covers copyright and intellectual property, media and advertising law, competition, mediation, alternative dispute resolution, as well as analysis of legislative and regulatory changes and their impact on businesses, organisations and professional sectors.

This area combines legal and sector-specific expertise with practical experience of institutional engagement. For example, Tetiana Ilchuk, Co-Founder of Ukrainian Media League and coordinator of relevant projects, brings professional experience in law, media, intellectual property and related areas to work with cultural, media and creative industries, where regulatory issues are directly connected to the development and functioning of professional sectors.

Publicly documented cases of UML experts’ involvement in the cultural and media sectors include work on public councils at the State Film Agency of Ukraine and the State Agency of Ukraine for Arts and Art Education, expert work with the Ukrainian Cultural Foundation, as well as engagement with the Ministry of Culture of Ukraine. A separate successful case was the participation of UML experts in a working group under the Verkhovna Rada Committee on Humanitarian and Information Policy concerning legislation on philanthropy and patronage in culture, which was subsequently adopted. This is an example of sector-specific, legal and institutional expertise being brought into the development of legislative changes.

In the media sector, UML’s practice covers media development and regulation, copyright, intellectual property and the alignment of Ukrainian legislation with European standards. In particular, Oleksandr Karapetуan, a media lawyer and Co-Founder of Ukrainian Media League, joined a working group under the Verkhovna Rada Committee on Humanitarian and Information Policy in 2026 to work on the implementation of the European Media Freedom Act.

Other areas include intellectual property law, fair competition and related matters, as well as work with the regulatory environment shaping the conditions in which professional industries, businesses and organisations operate. These cases demonstrate the practical nature of UML’s expertise: legal analysis is combined with an understanding of the specific sector, professional environment and institutional context.

Strategy, Positioning and the International Dimension

Analytical and legal work provides a foundation for strategic decision-making. Ukrainian Media League works on the positioning of organisations and projects, defining strategic priorities, developing new areas, shaping approaches to promotion and building professional relationships. Strategic work takes into account an organisation’s internal resources and the external environment – sector-specific conditions, regulatory factors, the professional context, audiences, reputational risks and opportunities for development.

Strategic communications are another component of this practice. UML works with positioning, key messages, argumentation, public and media presence, as well as the assessment of reputational risks. Depending on the task, different formats are used – from public communications and media engagement to professional dialogue and confidential consultations.

The international dimension of UML’s practice includes participation in international programmes and professional networks, development of international contacts, and representation of Ukrainian projects and expertise abroad. Another area is the international positioning of Ukrainian organisations and initiatives, including the development of relevant communications and professional relationships with international organisations, programmes and partners. This work combines sector-specific expertise, strategy, communications and an understanding of the international institutional context.

Professional Development and Expert Community

The team’s expertise is also developed through systematic engagement with the professional community. UML representatives are members of professional and business associations, including in the fields of law and culture, participate in professional committees and expert formats, and contribute to professional programmes and international initiatives.

Another area is education, including cooperation with School of Government Engagement (GR School), through which the team develops and shares expertise in advocacy, public policy and institutional communications.

The publicly presented examples represent only part of Ukrainian Media League’s practice. A significant volume of projects for businesses, national and international organisations, professional and business associations, and civil society organisations is carried out confidentially.

Open cases provide an insight into selected areas of the team’s work and the nature of its institutional engagement. At the same time, the actual scope of practice is broader and encompasses analytical, strategic, legal, regulatory and communications assignments. Together, these areas form UML’s expert practice, built on the combination of analytics, strategy, law, professional and institutional engagement.
