On February 19, 2024 the Public Council at State Arts Council held regular meeting. At the first meeting of 2024 was reviewed and approved the Report on activities of the Public Council at State Arts Council of 2023 and was approved the Plan of activities for 2024.
Public Council at State Arts Council held three meetings during 2023. Members of the Public Council held discussions on key issues in the sector and facilitated constructive cooperation between educational institutions, cultural organizations, and government bodies. They also initiated the involvement of members in art awards and submitted a series of official appeals to the relevant authorities.
At the sixth meeting, urgent issues in the field of artistic education were discussed, particularly the organization of the educational process during martial law. Representatives from cultural departments of the deoccupied territories, including Donetsk, Dnipropetrovsk, Zaporizhzhia, Luhansk, Mykolaiv, Chernihiv, and Kherson regions, participated in the meeting. Presentations were made with up-to-date information on the situation in these regions, especially the challenges faced by the education sector amidst the war. Several important aspects were discussed, including the organization of the educational process under martial law. Representatives highlighted the significant problems faced by art education institutions due to infrastructure destruction, staff shortages, and the need to adapt the curriculum to new realities. The restoration of damaged educational institutions also became a key issue, as many were affected by military attacks, which hinder normal educational activities. Another serious challenge is the shortage of professional staff due to the mass evacuation from occupied territories.
Following the discussions, the Public Council sent official appeals to the Ministry of Culture and Information Policy of Ukraine, the Cabinet of Ministers of Ukraine, and the relevant committees of the Verkhovna Rada of Ukraine. Among the issues raised were the need for targeted subventions from the state budget to local budgets to finance the participation of students in prestigious national and international festivals and competitions. The issue of developing state programs to restore damaged art education institutions and ensure their operation during the war was also addressed.
Throughout 2023, members of the Public Council participated in conferences, seminars, round tables, and other events organized by organizations related to the field of culture and the arts. They were also involved in events held under the auspices of the State Agency for Art and Artistic Education and the Ministry of Culture and Information Policy.
The issues discussed in 2023 are of strategic importance for the further development of the sector and for ensuring its stability in the challenging conditions of wartime. The work of the Public Council continues to contribute to the improvement of processes in the fields of art and education, which is essential for the cultural recovery and development of the country.

The first convocation of the Public Council at State Agency of Ukraine on Arts and Art Education was formed in 2022. Tetiana Ilchuk, co-founder of UML, lawyer, manager, media and cultural expert was delegated to the Public Council at State Arts Agency as a representative of Ukrainian Media League (UML).
The State Agency of Ukraine on Arts and Art Education (State Arts Agency) is the central authority that implements state policy in arts and specialized art education areas. The activities of State Arts Agency are directed and coordinated by the Cabinet of Ministers of Ukraine and Minister of Culture and Information Policy.
