The first convocation of the Public Council at State Agency of Ukraine on Arts and Art Education was formed in 2022. Tetiana Ilchuk, co-founder of UML, lawyer, media and cultural expert was delegated to the Public Council at State Arts Agency as a representative of Ukrainian Media League (UML).
On September 26, 2022, the Public Council at State Arts Council held regular meeting. The agenda included items for discussion and consideration: proposals for using the online education methods by art institutions during martial law, experience exchange with European colleagues to popularize classical art among children and youth, State Arts Council proposals to amend the Decree of the President of Ukraine dated 20 No. 1152 of October 1998 “On state support of culture and art in Ukraine”, recommendations on updating educational funds of art educational institutions during martial law and other issues.
During the meeting was discussed the practice of using online education by art institutions during martial law. Based on the results, Tetiana Ilchuk and other members of the Public council initiated an appeal to the State Arts Agency with the aim of creating explanatory and educational materials for teachers of art educational institutions. In addition, attention is focused on the possibility of using the platforms and resources available to teachers, as well as through the adaptation of materials and programs according to European art institutions work. Based on the results of the discussion was decided to appeal to the State Arts Agency and the State Scientific and Methodological Center of Cultural and Artistic Education Content for creation of a public selection (base) of available educational materials that will help during the organization and conduct of online training in art educational institutions and its further distribution to institutions art education. Also, the proposal to appeal to the State Arts Council and Ministry of Culture and Information Policy of Ukraine regarding the renewal of the issue of creating electronic database “Art School in a Smartphone” or, if there is a possibility of creating an adapted version of a similar Polish database.
The members of the Public Council thoroughly discussed approaches and benchmarks for sharing experience with European colleagues for the popularization of classical art among children and youth. In particular, collaborations of well-known foreign and domestic teams with small teams and educational institutions were outlined for the purpose of sharing experience and promoting the professional development of the latter.
Also were considered and agreed the State Arts Agency proposals with amendments to the Decree of the President of Ukraine dated October 20, 1998 No. 1152 “On State Support of Culture and Art in Ukraine” and recommendations for updating educational funds of art educational institutions during martial law.
Based on the results of the discussion, it was decided to appeal to the State Scientific and Methodological Center of Cultural and Artistic Education Content with a proposal to resume work on filling the repository and updating curricula, as well as to the State Arts Agency with a request to create a list of auxiliary resources that teachers of art education institutions could use in addition to manuals and textbooks.

The State Agency of Ukraine on Arts and Art Education (State Arts Agency) is the central authority that implements state policy in arts and specialized art education areas. The activities of State Arts Agency are directed and coordinated by the Cabinet of Ministers of Ukraine and Minister of Culture and Information Policy.
The Public Council at State Arts Agency is a consultative and advisory body established to promote realization the constitutional right to participate in the state affairs management; implementation of public control over Agency activities; facilitating the consideration of public opinion during the formation and implementation of state policy.
