On January 14, 2026 the Public Council at State Arts Council held regular meeting. At the first meeting of 2026 was reviewed and approved the Report on activities of the Public Council at State Arts Council of 2025 and was approved the Plan of activities for 2026.
In 2025, the activities of the Public Council under the State Agency of Ukraine on Arts and Arts Education were carried out in a planned and systematic manner, taking into account priority objectives in the field of culture and arts education. The Council’s work focused on decision-making aimed at ensuring strategic alignment between the advisory body’s activities, the policies of the State Agency, and the needs of civil society. During the reporting year, two meetings were held, with agendas formed on the basis of proposals from civil society institutions and the State Agency, taking into account their public and sectoral significance.
On 26 February 2025, at the first meeting of the reporting year and the tenth overall, the Public Council approved its Work Plan for 2025 and endorsed the Activity Report for 2024, thereby ensuring institutional continuity, accountability, and consistency in its operations. On 18 December 2025, the Public Council approved the indicative plan of the State Agency for conducting public consultations in 2026. The key provisions of this plan were integrated into the Public Council’s Work Plan for 2026, strengthening coordination of public participation mechanisms in the formulation of public policy.
A significant outcome of the Council’s activities was the approval and official publication of an invitation for cooperation addressed to civil society institutions, which contributed to broader representation and enhanced institutional capacity of the Public Council. In addition, a sustainable mechanism was ensured for the receipt and consideration of proposals to the 2026 Work Plan throughout the year in accordance with applicable legislation, with due notification of the initiators.
Throughout 2025, members of the Public Council participated in conferences, seminars, round tables, and other events organized by organizations related to the field of culture and the arts. They were also involved in events held under the auspices of the State Agency for Art and Artistic Education, State Film Agency, Ministry of Culture of Ukraine, National Council of Television and Radio Broadcasting of Ukraine etc. The issues discussed in 2025 are of strategic importance for the further development of the sector and for ensuring its stability in the challenging conditions of wartime. The work of the Public Council continues to contribute to the improvement of processes in the fields of art and education, which is essential for the cultural recovery and development of the country.

The first convocation of the Public Council at State Agency of Ukraine on Arts and Art Education was formed in 2022. Tetiana Ilchuk, co-founder of UML, lawyer, manager, media and cultural expert was delegated to the Public Council at State Arts Agency as a representative of Ukrainian Media League (UML).
The State Agency of Ukraine on Arts and Art Education (State Arts Agency) is the central authority that implements state policy in arts and specialized art education areas. The activities of State Arts Agency are directed and coordinated by the Cabinet of Ministers of Ukraine and Minister of Culture and Information Policy.
